The Twin Transition Index is currently under development and is expected to be available to the public by the end of 2026. It aims to provide a solid, EU-wide analytical tool to help monitor, measure and benchmark the green, digital and twin transition impacts at different levels.  

The index seeks to address the risk of inequalities by identifying potential vulnerabilities and assessing impacts before and after policy implementation. It will aid policymakers in addressing challenges related to the Green Deal, digital transformation, twin transition, and cohesion policy, offering insights for prioritizing investments, identifying partners, and finding regions with similar challenges.  

The index will benchmark European regions based on their progress in transition, indicating strengths, weaknesses, areas for improvement, and potential trade-offs. It will include a comprehensive list of indicators, definitions, measurement methods, data availability, and sources, supplemented by a report on EU regions' performance and methodological details. The indicators will be used to categorize EU regions based on their readiness and vulnerability to the green, digital, and twin transitions.
